Integration services reform to enter into force at the beginning of 2027
The President of the Republic has approved the amendments to the Act on the Promotion of Immigrant Integration and related acts. The amendments will enter into force on 1 January 2027. They are part of the integration services reform which will affect the services provided in the early stages of integration and the organisation of these services.
The reform is aimed at developing the services provided in the early stages of integration to make them more encouraging and binding, and at strengthening immigrants’ responsibility for their own integration. The amendments are based on Government proposal HE 74/2026 vp, which was approved by Parliament in June. The President of the Republic approved the acts on 9 July 2026.
The reform will affect the organisation and implementation of services
In addition to the Act on the Promotion of Immigrant Integration, amendments are made to several acts related to integration services, to education and to employment services. Among other things, the legislative amendments apply to the provision of employment services, unemployment security, liberal adult education, and the national registers of education records, qualifications and degrees. Operators in the field of integration should take the amendments into account when planning services for 2027 and preparing their implementation.
Implementation is supported by events and the content of FAQs
The KEHA Centre organises webinars, information sessions and other national events for operators in the field of integration to support the implementation of the reform. The events provide current information on the legislative amendments, the preparation of their implementation and the practical impacts of the reform. In addition, a set of frequently asked questions about the 2027 reform of integration services has been published on the Integration.fi website. The content of the FAQs will be updated as the implementation of the reform progresses, and it can be used to support preparation and communication.
