Temporary protection for Ukrainians fleeing war continues until 4 March 2028
The granting of temporary protection to Ukrainians fleeing Russia’s war of aggression continues. On 30 July 2026, the EU countries decided to extend temporary protection by one year. Temporary protection for Ukrainians fleeing the war will be valid until 4 March 2028.
According to the EU decision, the right to temporary protection will in future apply to new applicants who have fulfilled their military obligations under the law of Ukraine. This includes military service. Applicants must provide proof that they have left the territory of Ukraine legally. They can prove this, for example, with a passport stamp or some other official document.
The new conditions apply only to new applicants for temporary protection, not to persons who already have a protection status in the EU. The decision does not require any action from Ukrainians who already receive temporary protection in Finland.
A Government decision on the matter is due to be issued on 6 August 2026.
Preparations are also being made for the end of temporary protection
Although temporary protection will be extended until March 2028, the EU is also preparing for the eventual end of temporary protection. As its name suggests, temporary protection is temporary by nature, and it is meant to end when the conditions in Ukraine allow it.
There is no special residence permit for Ukrainians in preparation at the level of the EU. However, a more permanent stay in the Union is possible by applying for existing national residence permits, such as a permit on the basis of working, studies or family ties.
