According to international agreements, every person has the right to apply for asylum. Asylum seekers enter the country independently and inform the border control authority or the police that they are seeking asylum.

Some of the children and young people seeking asylum arrive in Finland unaccompanied by a custodian. Unaccompanied minors seeking asylum in Finland are placed in group homes or supported housing units for the duration of the asylum application process.

When an unaccompanied minor or young person seeking asylum is separated from their family, relatives or other network, they will need a wide range of support in their new country of residence. In order for a child or young person living in a family group home to access services, close cooperation between the family group home, the municipality's social welfare and health services, educational services and, if necessary, child welfare authorities are required.

The employment authority initiates the assessment for immigrants who are unemployed jobseekers under the Act on the Organisation of Employment Services. The municipality initiates the assessment for immigrants who are not unemployed jobseekers or imminently entering the labour market.

Under the Integration Act, municipalities, Employment and Economic Development Offices (TE Offices) and other authorities shall provide immigrants with appropriate guidance and advice concerning measures and services promoting integration and working life.

The initial assessment referred to in the Integration Act means a package of measures enabling the authority to conduct a preliminary assessment of the immigrant’s preparedness concerning employment, study and other aspects of integration and the need for language training and other measures and services promoting integration.

A large proportion of unaccompanied minors are aged between 16 and 17 when they enter the country. They may live in a family group home or supported housing unit until they reach the age of 18. At this point, the duties of the representative assigned to them will also lapse.
