Under the Integration Act, the municipality and TE Services draw up the integration plan together with the immigrant. For a justified reason, the integration plan can also be drawn up only between the municipality and the immigrant or only between TE Services and the immigrant.

At the initiative of an authority, the initial assessment is always conducted on an immigrant who is an unemployed jobseeker and an immigrant who receives social assistance on a non-temporary basis.

The integration plan supports immigrants’ access to society as equal members, especially in the early stage of integration. It is a personalised plan to support integration. The immigrant prepares it in cooperation with the local-level authorities.

The authorities responsible for drawing up must provide the immigrant with information about the rights and obligations arising from the plan and the measures connected with it. The immigrant must adhere to their integration plan.

An authority may carry out the assessment itself or organise the specified measures included in the assessment as an outsourced service. However, the initial interview included in the assessment must always be conducted by a public official.

The drawing up of the integration plan is the responsibility of either the municipality or the TE Office/municipality in the pilot area. The plan is based on the assessment of the immigrant’s service need conducted in the initial assessment and on those services and measures that can be used to promote the person's integration.

The authority responsible for drawing up the integration plan shall monitor the implementation of the integration plan in accordance with the Immigration Act. The drawing up of the integration plan is an evolving process and the plan must be updated as necessary to correspond to the conditions or goals that have changed.
