Integration customer data system

The Customer Information System for Integration (hereafter Koto-AJ) is intended for nationwide use in municipal integration services and will later be opened to a few other authorities as well. The services of the Customer Information System for Integration are regulated by the Act on the Promotion of Immigrant Integration (681/2023), which entered into force on 1 January 2025. Municipalities are obligated to use Koto-AJ in the implementation of integration promotion as of 1 January 2027.

Koto-AJ is developed within the Koto-digi projects coordinated by the KEHA Centre. KEHA Centre is also responsible for system maintenance.

Koto-AJ supports municipalities’ client work in integration, improves information exchange between integration actors, and provides data for knowledge-based management of integration at the municipal, regional, and national levels.

Koto-AJ especially supports reaching immigrants who are not jobseekers and directing them to appropriate services.
