The Ministry of Economic Affairs and Employment is responsible for preparing national matters related to integration promotion in Finland. The Minister responsible for integration promotion is agreed in the context of the government formation talks.
Under the Integration Act, the Ministry of Economic Affairs and Employment is responsible for the following:
- the national planning, development and guidance of integration promotion policy;
- the coordination of integration promotion policy with other policy sectors and the promotion of good relations between population groups;
- the monitoring and evaluation of integration overall and integration promotion policy.
Ministry of Economic Affairs and Employment guides ELY Centres and KEHA Centre in duties relating to promotion of integration and good relations between population groups
To promote cooperation and the exchange of information between government ministries concerning the promotion of integration and to coordinate measures, the Ministry of Economic Affairs and Employment is supported by a cooperation group consisting of representatives of the other ministries key to integration promotion.
The aim of the cooperation group is to increase the effectiveness of integration through the coordination and streamlining of the national planning, measures and guidance of integration promotion.
The duties of the group include:
- considering integration promotion policies concerning the various administrative sectors;
- collecting, assessing and analysing data on the implementation of integration policy;
- serving as the steering group for the preparation and monitoring of the Government Integration Programme.
The members of the cooperation group are drawn from among officials at the various ministries. The group has representatives from the Ministry of Education and Culture, the Ministry of Social Affairs and Health, the Ministry of the Interior, the Ministry of Economic Affairs and Employment, the Ministry of Finance, the Ministry of the Environment and the Ministry of Agriculture and Forestry.
