Services provided by other authorities also promote integration

The services provided by many other authorities also promote integration in Finland, and immigrants who have a municipality of residence and have been granted a residence permit can receive most services without restrictions. Under the Administrative Procedure Act (434/2003), the authorities must treat everyone equally and appropriately.

Integration is promoted by services provided by such instances as the Digital and Population Data Services Agency and the police. The Digital and Population Data Services Agency maintains information on people living in Finland and on Finnish citizens. In order for an immigrant to receive a Finnish personal identity code, they must be registered in the Population Information System. Personal identity codes can be issued by the Digital and Population Data Services Agency, the Tax Administration for tax purposes and the Finnish Immigration Service when it makes a decision on a residence permit or the right of residence of an EU citizen or the right of residence of an EU family member. 

The police on the other hand receive various applications and issue identity cards, passports and permits. The police receive asylum applications and direct asylum seekers to reception centres. Once the police have received an application, the matter is referred to the Finnish Immigration Service. 

The Non-Discrimination Ombudsman assists persons who have encountered or observed discrimination in Finland. The Non-Discrimination Ombudsman provides services via online forms, an on-call telephone line and a chat. You can also contact them by email, letter or sign language video. The Non-Discrimination Ombudsman provides advice and guidance and takes other measures where necessary. The occupational safety and health authorities, the Ombudsman for Equality and the National Non-Discrimination and Equality Tribunal also serve those who have experienced discrimination.
