The action plan for referral of refugees to municipalities and integration support helps reception of refugees

The action plan for referral of refugees to municipalities and integration support drawn up by the Ministry of Economic Affairs and Employment eases the process of assigning refugees to municipalities and supports the organisation of reception and early-stage integration services. The action plan promotes the inclusion of refugees and the receptiveness of society.

The action plan supports the assigning and reception of refugees to municipalities by granting additional financial support to municipalities and wellbeing services counties. In addition, the action plan strengthens the competences and knowledge base of those involved in reception and integration of refugees through training, events, communication and networks. 

Between 2022 and 2024, the funding for the action plan will be used to develop the national information system services for integration at the KEHA Centre. Other regional and national development programmes can also be implemented as part of the action plan.

Join the ‘Pakolaisesta kuntalaiseksi’ network

The ‘Pakolaisesta kuntalaiseksi’ (‘From a refugee to a municipal resident’) network is a network for all those involved in the reception and integration of refugees. The network, which operates as part of the Partnership Programme, is open to municipalities, wellbeing services counties and other entities.

Up-to-date information on the additional support, events and other current activities of the action plan is available on the kotoutuminen.fi website and the mailing list of the ‘Pakolaisesta kuntalaiseksi’ network. Action plan is funded with a separate appropriation for resettlement from AMIF

The action plan will continue to establish the activities of the Sylvia projects (AMIF) of the Ministry of Economic Affairs and Employment. 

The action plan will be funded with a separate appropriation for resettlement from the Asylum, Migration and Integration Fund. The term of the action plan is 2022–2027.
