The employment and economic development authority offers public employment and business services. The main purpose of employment and business services is to promote the functionality of the labour market. Functionality is promoted by ensuring the availability of a competent workforce and offering jobseekers opportunities to work. The act also aims to promote new business activities and develop the operating conditions of companies.
The Act on public employment and business service defines
- services for individuals and companies organised by an employment and economic development authority
- the jobseeker’s service process
- and the subsidies and compensation related to the service.
An integration will also be drawn up at the Employment and Economic Development Office (TE Office) for the immigrant. The integration plan consists of public employment and business services, as well as other services promoting immigrant integration.
The Act on Public Employment and Business Service is a general act in relation to the Act on the Promotion of Immigrant Integration. Therefore, the act applies to immigrant customers as far as the Act on the Promotion of Immigrant Integration does not include special provisions on the matter.
The responsibility for organising TE services will be transferred from the central government to municipalities on 1 January 2025 as a part of the TE services reform 2024.
