Public employment services are provided by the employment authorities. The key purpose of employment services is to promote the functioning of the labour market. Public employment services safeguard the availability of skilled workers and the opportunities of jobseekers to find work. They also promote the creation of new businesses, the business environment and the quality of working life.
The Act on the Organisation of Employment Services lays down provisions on:
- the public employment services which the municipal employment authorities are responsible for organising and the associated tasks;
- the service process for jobseekers; and
- the benefits and reimbursements relating to the service.
Employment authorities prepare the integration plan for immigrant customers who are jobseekers. The integration plan consists of public employment services and other services promoting integration.
The Act on the Organisation of Employment Services is a general act relative to the Act on the Promotion of Immigrant Integration. It therefore applies to immigrant customers in those respects on which the Integration Act does not lay down specific provisions.
