Calculated compensation

Calculated compensation

Calculated compensation is paid to municipalities and wellbeing services counties to support refugee reception and services that promote integration. As a rule, the compensation is paid automatically for persons who are eligible for compensation.

Imputed specified transfers are paid to municipalities, wellbeing services counties and Åland's public healthcare services.

Imputed specified transfers are primarily intended for municipalities for organising and developing services and measures that promote and support integration in accordance with its integration programme and for interpreting services. Imputed specified transfers can also be used to implement activities that support integration in the municipality, such as education, culture, youth and leisure activities. In addition, measures and services promoting inclusion and preventing racism can be implemented.

Compensation payments are made to the wellbeing services county for organising other integration-promoting services and interpreting services for persons referred to in section 2, subsections 3 and 4 of the Integration Act. However, the imputed specified transfer is not intended to cover all the costs of healthcare and social welfare services promoting integration, as wellbeing services counties are required to provide healthcare and social welfare services equally to everyone living in their area.

Åland's public healthcare services are paid an imputed specified transfer for receiving the persons referred to in section 2, subsections 3 and 4 and for organising the duties and interpreting referred to in the provincial act on the promotion of integration.

Imputed specified transfer for special costs to a municipality in the province of Åland

A municipality in the province of Åland can receive an imputed specified transfer for special costs from the organisation of activities referred to in the Integration Act (section 65, subsection 3). The prerequisite for such a transfer is that the municipality in the province of Åland has organised the service in question.

The transfer can be made as follows:

  • EUR 11,800 per year for the organisation of guidance and counselling for immigrants living in the province
  • EUR 700 per person for the preparation of an initial survey or integration plan and the review of the plan for persons or jobseekers other than those referred to in section 2, subsections 3 and 4 of the Integration Act
  • EUR 500 for the organisation of multilingual civic orientation for persons or jobseekers other than those referred to in section 2, subsection 3 and 4 of the Integration Act
  • EUR 2,857 per person for promoting the integration of immigrant parents who care for children at home
  • EUR 560 per person for multisectoral cooperation promoting integration.

The payment of imputed specified transfers is automated

Imputed specified transfers (sections 61 and 62 of the Integration Act) are paid automatically to the municipality, wellbeing services county and Åland's public healthcare services without the need for a separate application for nearly everyone under the scope of the transfers.

The automatic payment system combines the residence permit information in the Register of Aliens of persons belonging to the group indicated in the Integration Act with their home municipality information in the Population Information System. This information is used to create municipality-specific payment proposals for the KEHA Centre for actual payment.

Imputed specified transfers are paid automatically to municipalities, wellbeing services counties and Åland's public healthcare services on a monthly basis without a separate application. Transfers are paid for persons referred to in section 2, subsections 3 and 4 of the Integration Act who:

  • qualify for transfers
  • have a home municipality in the Population Register

with the exception of victims of human trafficking, for whom municipalities, wellbeing services counties and Åland's public healthcare services must applyfor imputed specified transfers with a separate application.

The transfer is made as a monthly payment to the municipality in which the person in question resides on the first day of the month and to the wellbeing services county to which the municipality in question belongs or to Åland's public healthcare services.

The automatic payment system cannot identify everyone belonging to the scope of imputed specified transfers

The automatic payment system is unable to retrieve home municipality information from the Population Information System if the personal identity code of the person covered by imputed specified transfers is not connected to their residence permit information in the case management system for immigration matters (UMA system).  Municipalities, wellbeing services counties and Åland's public healthcare services must submit a separate application for imputed specified transfers for these individuals and victims of human trafficking. Transfers are applied for from the KEHA Centre using the electronic service form available in the local government e-service.

Payment of imputed specified transfers can be reviewed in the UMA system

Municipalities, wellbeing services counties and Åland's public healthcare services can check the monthly imputed specified transfer in the UMA system, under the view for municipal transfers/wellbeing services counties. User credentials for the UMA system are required for accessing the view. Applications for user credentials or changes to access rights can be submitted to the Finnish Immigration Service’s user support. The Finnish Immigration Service’s user support (atk(at)migri.fi) is also the point of contact for reporting errors or problems related to the use of the UMA system.
