Statutory bodies – the Finnish Immigration Service, the Digital and Population Data Services Agency and Finnish missions abroad – can order the InfoFinland promotional card for distribution as a document providing basic information for those moving to Finland in accordance with section 11 of the Act on the Promotion of Immigrant Integration.
Promotional card orders can be placed from June 2026 until the promotional card will be replaced by an updated basic information leaflet in the so-called statutory distribution. Information about the completion of the leaflet will be provided separately by the end of 2026.
The Finnish missions, the Digital and Population Data Services Agency (Local Register Offices) and the Finnish Immigration Service will order the promotional cards directly from Punamusta using the ordering system. The ordering system requires logging in. The ordering system address has been provided to statutory distributors and can be requested from [email protected] if necessary.
The KEHA Centre pays the printing and distribution costs of the promotional card to so-called statutory distributors, which means that the materials are free of charge to the missions, the Digital and Population Data Services Agency and the Finnish Immigration Service.

The Act on the Promotion of Immigrant Integration (14 April 2023/681, section 11) requires that the authorities provide people moving to Finland with basic information about their rights and obligations in Finnish society and working life in connection with the notification of a residence permit decision, the registration of their right of residence, the issuance of a residence card, or the registration of their municipality of residence and population data.
As the basic information referred to in the Act, the KEHA Centre has published the InfoFinland app, which is based on the Work Help Finland app, whose maintenance was transferred from the Ministry of the Interior to the KEHA Centre. The app is available in 26 languages. In addition, the InfoFinland website, available in 12 languages, supports the app and provides additional information about living in Finland and moving to Finland.
Instructions on downloading the app are provided in a promotional card, which includes the texts Know your rights and obligations in Finland and Download the InfoFinland app in 26 languages.
The authorities and, in particular, the so-called statutory bodies, i.e. Finnish missions abroad, the Finnish Immigration Service, and the Digital and Population Data Services Agency, are responsible for the provision of basic information. An authority must give the promotional card to a customer personally at the time the customer is given notice of a residence permit decision, their right of residence is registered, their residence card is issued or when the customer’s municipality of residence and population information data are registered. Customers may also be notified of the basic information in connection with electronic notification. The KEHA Centre will produce example sentences for electronic notification in autumn 2026 in cooperation with the above statutory distributors.
The materials providing information about the InfoFinland app are free of charge to Finnish missions, the Digital and Population Data Services Agency and the Finnish Immigration Service. However, please note that the number of orders will be proportionate to the number of residence permits issued. Please do not order cards just for storage. The card will be replaced by a leaflet prepared in cooperation with the authorities in late 2026, so you should only order the cards as needed during the summer and early autumn.
Until 31 December 2024, the Ministry of Economic Affairs and Employment was responsible for the distribution and updating of the Welcome to Finland guide, which served as a source of basic information. As of 1 January 2025, the KEHA Centre has been responsible for the basic information material referred to in the new Act on the Promotion of Immigrant Integration (681/2023). The KEHA Centre is also responsible for the InfoFinland online service in addition to the InfoFinland app, which serves as the basic information.

The postcard size promotional card provides instructions on downloading the InfoFinland app, which serves as basic information, and on visiting the InfoFinland website. The statutory bodies will distribute the promotional card temporarily until the basic information leaflet has been updated in cooperation with the authorities.
For the time being, the print versions of the promotional card are not available for operators other than the statutory bodies.
The Digital and Population Data Services Agency, the Finnish Immigration Service and Finnish missions abroad may order the promotional card using the ordering system. The address can be obtained by requesting it by email: [email protected]. The ordering system requires logging in.
When ordering, please include your street address (not a P.O. Box). The guides and leaflets are sent to Finnish missions abroad by courier.
