According to the Municipality of Residence Act, everyone residing permanently in Finland has a municipality of residence

The Municipality of Residence Act lays down provisions on a person’s municipality of residence and the determination of a home within the municipality. The act also lays down provisions on the determination of a municipality for Finnish citizens living abroad permanently for the purpose of registration of population data. In principle, a person’s municipality of residence is the one in which they live. The Municipality of Residence Act also includes provisions on the determination of a municipality of residence for immigrants.

The determination of a municipality of residence is important for integration as the immigrant’s municipality is responsible for providing them with basic public services and other services that promote integration in accordance with the Act on the Promotion of Immigrant Integration.
