The development of the Integration Client Information System (hereafter Koto‑AJ) includes studies and interview sessions to identify the needs and expectations of municipalities, wellbeing services counties and Centres for Economic Development (the former NMT Centres). The system is being developed to meet the requirements of the Integration Act, which entered into force on 1 January 2025.
The reference architecture for integration supports municipalities in promoting integration
A reference architecture for promoting integration at the municipal level has been developed to support the development of Koto‑AJ. It can be applied in municipalities’ enterprise architecture and information management work to support the necessary changes.
The reference architecture describes different service processes related to integration and the interaction between actors and information systems.

Co‑development
Municipalities can participate in the development of Koto‑AJ by taking part in user interviews organised by the KEHA Centre. User interviews are arranged as needed.
The KEHA Centre communicates upcoming interviews via the Tuutti-palvelu. Participants are required to register in advance.
