During spring 2026, a shared situational picture of the 2027 reform of integration services was being built in the field of integration. Events targeted at operators engaged in immigrant integration dealt with the current legislative amendments and funding cuts in the field of integration, strengthening of the client’s agency as part of the service process, and 

the overall reform of integration services. The events supported municipalities and other actors in the preparations for the upcoming changes and laid a foundation for the implementation work that will continue in the autumn. 

In autumn 2026, the work will focus on the implementation of integration services in 2027. The KEHA Centre will continue to compile a situational picture and support the implementation by organising events, webinars, information sessions and other national events as part of the Kotoutumisesta series. The themes in the autumn include especially the following: the integration programme 2027, the organisation of integration and literacy training, subsidising of self-motivated studies, changes in the system of specified transfers, information systems, monitoring, and the responsibilities and obligations of operators and immigrants in the new Act on the Promotion of Immigrant Integration.

FAQs on the integration services reform published and updated on the Integration.fi website 

• The FAQs support municipalities, employment authorities and other operators in the preparations for the implementation of integration services in 2027 
• The FAQs and support material concerning the changes taking place at the beginning of 2027 will be discussed at the event of the Kotoutumisesta series on 18 December 2026 
• The content of the FAQs will be updated as necessary as the reform progresses
