Municipalities play a key role in the promotion of immigrant integration and they mainly do this by ensuring comprehensive basic public services. Like all other residents, immigrants also need education, training and health and social services. Housing and leisure services are also important to immigrants integrating into Finnish society.

The initial assessment referred to in the Integration Act means a package of measures enabling the authority to conduct a preliminary assessment of the immigrant’s preparedness concerning employment, study and other aspects of integration and the need for language training and other measures and services promoting integration.

When an unaccompanied minor or young person seeking asylum is separated from their family, relatives or other network, they will need a wide range of support in their new country of residence. In order for a child or young person living in a family group home to access services, close cooperation between the family group home, the municipality's social welfare and health services, educational services and, if necessary, child welfare authorities are required.

The drawing up of the integration plan is the responsibility of either the municipality or the TE Office/municipality in the pilot area. The plan is based on the assessment of the immigrant’s service need conducted in the initial assessment and on those services and measures that can be used to promote the person's integration.

Under the Integration Act, the municipality and TE Services draw up the integration plan together with the immigrant. For a justified reason, the integration plan can also be drawn up only between the municipality and the immigrant or only between TE Services and the immigrant.

Employment authorities are responsible for the employment services in support of the employment and integration of immigrants who are jobseekers.
