The integration plan is drawn up in TE Services or in the municipality

Under the Integration Act, the municipality and TE Services draw up the integration plan together with the immigrant. 

A wellbeing services county may, at the request of the municipality or the TE Office, participate in the initial assessment and creating an integration plan if promoting the integration of the immigrant requires the coordination of services that fall under the purview of different authorities. However, the responsibility for preparing an integration plan rests with the municipality or the TE Office.

For a justified reason, the integration plan can also be drawn up only between the municipality and the immigrant or only between TE Services and the immigrant. For example, this is possible if it is judged on the basis of the initial assessment that it is not necessary to draw up the integration plan with the other local-level authorities (the immigrant does not have the obligation to register as a jobseeker or they do not need social services).

Cooperation between the municipalities and TE Services in drawing up the integration plans is of primary importance. In the service situations in practice, it may be necessary for TE Services to take responsibility for the plans of its own customers, and for the municipality for the plans of those customers who will not be customers of TE Services straight away or enter the labour market immediately. Close cooperation must always be ensured when the customer’s situation is estimated to require both employment services and other municipal services.

If the municipality and TE Services draw up the integration plan of a person under international protection jointly, the municipality can order the interpreter and pay the interpretation costs. The municipality can apply to the KEHA Centre for reimbursements for the interpretation costs. The municipality can apply to the KEHA Centre for reimbursements for the interpretation costs.  

When the integration plan is drawn up in TE Office or a municipality of the pilot area, all interpretation costs are financed from the joint operating costs of TE Offices regardless of the customer’s residence permit status.
