The drawing up of the integration plan is the responsibility of either the municipality or the TE Office/municipality in the pilot area. The plan is based on the assessment of the immigrant’s service need conducted in the initial assessment and on those services and measures that can be used to promote the person's integration.

The actors engaged in the promotion of immigrant integration and reception of refugees are a diverse group of professionals representing a variety of different sectors. A professional may meet an immigrant in a TE Office, in services provided by municipalities, in health care or in education or training.

Municipalities play a key role in the promotion of immigrant integration and they mainly do this by ensuring comprehensive basic public services. Like all other residents, immigrants also need education, training and health and social services. Housing and leisure services are also important to immigrants integrating into Finnish society.

The Finnish Constitution lays the foundation for the requirement of equal treatment. In an equal society, everyone must have equal opportunities to educate themselves, work and receive different services.

The aim of the At Home in Finland project was to develop services and processes supporting immigrant integration. The project had two mutually supportive sub-projects: Good Start and Good Path.

The initial assessment referred to in the Integration Act means a package of measures enabling the authority to conduct a preliminary assessment of the immigrant’s preparedness concerning employment, study and other aspects of integration and the need for language training and other measures and services promoting integration.

An authority may carry out the assessment itself or organise the specified measures included in the assessment as an outsourced service. However, the initial interview included in the assessment must always be conducted by a public official.

In activities promoting integration, the desired objectives can be best achieved when the authorities and organisations regard the promotion of integration as a joint task. Cooperation is based on equal partnership, investment in development work, shared planning forums and resources for operations.
