The Development and Administrative Centre for the ELY Centres and TE Offices (KEHA Centre) organises and provides joint development and administrative services in cooperation with agencies, ministries and other parties in accordance with mutually agreed strategies and under the guidance of the ministries, in particular the Ministry of Economic Affairs and Employment.

The actors engaged in the promotion of immigrant integration and reception of refugees are a diverse group of professionals representing a variety of different sectors. A professional may meet an immigrant in a TE Office, in services provided by municipalities, in health care or in education or training.

The Centre of Expertise in Immigrant Integration of the Ministry of Economic Affairs and Employment has published an instruction card to help those involved in integration and others to recognise labour exploitation and human trafficking.

The Act on the Promotion of Immigrant Integration (hereinafter, the Integration Act) aims to strengthen immigrants’ employment, capacity to work and language skills, and to increase their participation in society. Another objective of the Act is to promote equality, non-discrimination and positive interaction between different population groups.
