A large number of first integration plans were drawn up for the second consecutive year

During 2024, a total of 19,770 first integration plans were drawn up for clients of TE services. This is roughly the same as in 2023.

The figures in the Employment Bulletin for December 2024 show that:

  • The number of unemployed foreign jobseekers totalled 49,652, which is 15 per cent of all unemployed jobseekers. The number of unemployed foreign jobseekers increased 13 per cent (5,598 persons) from the previous year.
    • The number of unemployed foreign jobseekers continues to increase. In the long term, this is explained by the growth of foreign labour in Finland. In the short term, however, the growth seems to have slowed down slightly.
  • During 2024, a total of 19,770 first integration plans were prepared for clients of TE services, which is approximately the same as in 2023.
  • The activation rate of foreign citizens was 40.6 per cent in 2024, which is around 13 percentage points more than for all jobseekers in total. The activation rate of foreigners decreased from the previous year, which indicates that the unemployed account for a larger share of jobseekers than before due to the economic downturn.
  • According to the Labour Force Survey, the employment rate of foreigners was 62.1 per cent in the third quarter of 2024.
    • The trend in the employment rate of foreigners, which declined in 2023 due to the downturn, seems to have returned to modest growth. It should be noted that, at the same time, the employment rate of Finnish citizens has been falling.

On the basis of the register data of the Employment Service Statistics and the survey data of the Labour Force Survey, the Centre of Expertise in Immigrant Integration publishes a monthly review of employment among foreign citizens and foreign-language speakers and of their participation in employment promotion services.
