Citizenship test to be introduced in early 2027

Amendments to the Nationality Act will enter into force at the beginning of 2027. After this, a citizenship test will also be introduced to measure knowledge of Finnish society and its key principles.

The citizenship test is the final stage of a broader reform of the Citizenship Act, which tightens the conditions for acquiring Finnish citizenship. The provisions on the period of residence, integrity and sufficient financial resources in the Nationality Act have already been amended.

Civic knowledge will be added as a new requirement for obtaining citizenship, which can be demonstrated by passing the citizenship test. The questions in the test will be based on pre-defined and publicly available learning materials developed on the basis of existing civic orientation materials. The materials will help applicants prepare for the test and ensure transparency and impartiality.

The Finnish Immigration Service will be responsible for the new official duties related to the citizenship test.
