Reform of the Act on the Promotion of Immigrant Integration (KOTO24) The reformed Integration Act (681/2023) entered into force on 1 January 2025 at the same time as the reform of the TE Services. The KOTO24 pages will be available to professionals until the end of 2025, after which the content will be incorporated into the permanent integration.fi website.
Integration information systems In integration work, various information systems are used as tools for recording information related to the service process of an immigrant or an integration client. The key systems are the Integration Client Information System and the Specialists' Job Market service.
Integration web services A variety of online and digital services can be used to support work that promotes integration. Key web services for professionals, provided by the KEHA Centre, include integration.fi, yhteiskuntaorientaatio.fi and the Tuutti service.
Language choice for integration The Act on the Promotion of Integration gives immigrants the opportunity to choose Finnish or Swedish as their primary language of integration.
Multilingual civic orientation Multilingual civic orientation is a course that provides immigrants with information about Finnish society in their own mother tongue or in another language they know well. The aim is to give immigrants a broader understanding of how Finnish society functions, and to support and accelerate their participation in society.
Actors involved in the promotion of immigrant integration and refugee reception work The promotion of integration is multidisciplinary in content and requires close cooperation between different administrative branches and levels, both nationally and locally. The promotion of immigrant integration involves actors from both the public sector and civil society.

The government aims to lift municipalities' obligations to promote integration

According to the 2026 budget proposal, Prime Minister Petteri Orpo's government aims to remove municipalities' legislative obligations in tasks that promote integration. The budget proposal also presents other measures to promote integration.
KEHA Centre publishes instructions on cost reimbursements under the Integration Act

The Development and Administrative Services Centre (KEHA Centre) has published new instructions on the reimbursement of costs under the Act on the Promotion of Immigrant Integration (681/2023) to municipalities, wellbeing services counties and Åland’s public healthcare services (Ålands hälso- och sjukvård, ÅSH). The instructions are available on the kotoutuminen.fi website.
New guidelines on representation of unaccompanied minors

New guidelines on the representation of unaccompanied minors have been published at the kotoutuminen.fi website. The guidelines contain basic information on the duties of persons representing unaccompanied children during their reception and integration in Finland.
