Koulutusportti operations to be integrated into several systems at the end of 2027

The KEHA Centre has launched a project that involves integrating the features of the Koulutusportti system into the Job Market Finland for Experts, Job Market Finland and the Customer Information System for Integration (KotoAJ). The new solutions are scheduled to be introduced by the end of 2027.

The aim is to replace the technically outdated Koulutusportti with up-to-date features and to develop service guidance for immigrants and the management of services.

The project will improve secure communication and cooperation between educational organisations, service providers, employment authorities and municipalities. In addition to services intended for immigrants, the features developed for Job Market Finland will support all labour market training and coaching programmes. The project supports the organisation of multilingual social orientation and cross-regional cooperation. The aim is to ensure smooth and timely initiation of integration paths through information system solutions that support service guidance.

The project was launched at the beginning of May 2026. In 2026, the focus is on architecture design, the preparation of co-development activities, and specification work. In 2027, new functionalities will be developed, testing will be carried out, and implementation, communication and support materials will be prepared. The aim is to enable the controlled shutdown of Koulutusportti by the end of 2027, at which point the project will end.

The project is implemented with EU funding, and it is called VaPa – Kotoutumisen valtakunnallinen palvelu ja yhteiskuntaorientaation ohjausratkaisu (VaPa – National integration service and civic orientation guidance solution). The project has received EUR 717,000 in funding from the EU Home Affairs’ Asylum, Migration and Integration Fund (AMIF). The funding is allocated to the development of the Job Market Finland for Experts, Job Market Finland and the Customer Information System for Integration.
