New guidelines on representation of unaccompanied minors
New guidelines on the representation of unaccompanied minors have been published at the kotoutuminen.fi website. The guidelines contain basic information on the duties of persons representing unaccompanied children during their reception and integration in Finland.
The guidelines are primarily intended for representatives of unaccompanied children in Finland to support them in their duties. They can also be used by authorities.
Read the new guidelines carefully
As a result of the new guidelines, the Finnish Immigration Service will no longer require the representatives to provide a signature of the authorities or other parties for their fee forms. In future, the Finnish Immigration Service and the KEHA Centre will require the representative to provide a reliable account of the time spent on the representation and of the costs incurred during the representation. Please read the new guidelines carefully.
Guidelines on the representation of unaccompanied children in Finland will replace the following documents:
- Representation of unaccompanied minor asylum seekers – Information on the activities of the reception centre and the duties of representatives (Finnish Immigration Service, 15 December 2014)
- Finnish Immigration Service guidelines on the fees and reimbursement of expenses of representatives (MIGDno-2021-852, 5 March 2021)
- Handbook – Representation of unaccompanied minors in the integration phase (ISBN 978-952-327-677-2)
The guidelines were prepared in cooperation by the Finnish Immigration Service and the Ministry of Economic Affairs and Employment/KEHA Centre in autumn 2024.
