Ukraine, Estonia and Russia most common nationalities among unemployed foreigners

The employment review for February shows that 14 per cent of unemployed foreign jobseekers in Finland are Ukrainians. In addition to Ukrainians, Estonians and Russians are the largest nationality groups among unemployed foreigners.
The figures in the review for January 2025 show that:
- In January, the number of unemployed foreign jobseekers totalled 50,374, which is 15 per cent of all unemployed jobseekers. The number of unemployed foreign jobseekers increased 19 per cent (7,945 persons) from the previous year.
- The number of unemployed foreign jobseekers continues to increase. In the long term, this is explained by the growth of foreign labour in Finland. The subdued labour market situation also contributes to this growth.
- Of the foreign unemployed jobseekers, 14 per cent (7,124 persons) are Ukrainians.
- In addition to Ukrainians, Estonians and Russians are the largest nationality groups among unemployed foreigners. These three nationalities make up approximately one third of unemployed foreigners.
- According to the Labour Force Survey, the employment rate of foreigners was 62.1 per cent in the third quarter of 2024.
- The trend in the employment rate of foreigners, which declined in 2023 due to the downturn, seems to have returned to modest growth.
On the basis of the register data of the Employment Service Statistics and the survey data of the Labour Force Survey, the Ministry of Economic Affairs and Employment publishes a monthly review of employment among foreign citizens and foreign-language speakers and of their participation in employment promotion services.
