Integration customer data system (Koto-AJ) is an integration customer data system that supports integration customer work in municipalities, improves data transfer between different integration actors and produces data on integration at the municipal, regional, and national levels.

The Centre of Expertise in Immigrant Integration maintains a national monitoring system for integration. The monitoring system consists of indicators for different phenomena, which are based on data from registers and surveys.

The Centre of Expertise in Immigrant Integration publishes a comprehensive review of integration as part of the integration monitoring system for each government term, that is every four years.

Integration customer data system has been possible to take into use in municipalities from 1 January 2025. The requirement for municipalities to use the system will enter into force from 1 January 2027.

A development project will be launched at the KEHA Centre in autumn 2022 to develop the national information system services for integration. In particular, these services will improve the exchange of information between those involved in integration as well as the knowledge-based management of integration at the municipal, regional and national level.

The project on knowledge‑based management in the Integration Client Information System is developing a Koto‑AJ‑based digital monitoring report for municipal integration services.

The development of the Integration customer data system includes surveys and interviews on the needs and wishes of municipalities, welfare service counties, and ELY centres regarding the system under development.

28.1.2025 | The integration client information system ICDS was put into operation on 27 January 2025. Around 40 municipalities are participating in the system during the first phase. Municipalities will be obligated to use the system on 1 January 2027 following a transition period.  

23.1.2025 | In accordance with the new Integration Act, final examination of language proficiency in Finnish or Swedish will be part of integration training courses beginning after 1 January 2025. The Finnish National Agency for Education will be responsible for the final examination system. The examination will be carried out by education providers.
