The need for the integration plan is assessed in the initial assessment

The initial assessment provides a preliminary assessment of what kind of measures and services the immigrant needs and where they will be directed to after the assessment.

The need for the integration plan is also determined on the basis of the initial assessment. For this reason, it is determined whether the immigrant needs integration training, self-motivated studies or other measures promoting integration.

Under the Integration Act, an integration plan is drawn up for immigrants who

  • are unemployed and registered as jobseekers in TE Services
  • receive social assistance on a non-temporary basis.
