The development of the Integration customer data system includes surveys and interviews on the needs and wishes of municipalities, welfare service counties, and ELY centres regarding the system under development.

The Integration Indicators database is an open statistics database based on register and survey data. It is used to monitor the state and development of integration in Finland. The indicators are divided into five themes: employment, education, wellbeing, participation and two-way integration.

The idea of two-way integration is included in the common basic principles of the integration policy of the European Union. The basic principles define integration as a dynamic two-way process of mutual adaptation in which all immigrants and residents of the Member States participate. Society changes as the population diversifies and immigrants acquire the necessary knowledge and skills needed in society.

The goal of the Integration SIB project was to find employment for 2,500 immigrants over a period of three years. At the same time, new training and employment models were tested to accelerate the employment of immigrants and to enable flexible combinations of education and work.

Integration customer data system has been possible to take into use in municipalities from 1 January 2025. The requirement for municipalities to use the system will enter into force from 1 January 2027.

One of the first choices a person makes when moving to a country is whether they want to primarily integrate in Finnish or Swedish. The choice of language determines, among other things, which language the person will use to participate in integration services and which language learning will be the focus of the services.

The drawing up of the integration plan is the responsibility of either the municipality or the TE Office/municipality in the pilot area. The plan is based on the assessment of the immigrant’s service need conducted in the initial assessment and on those services and measures that can be used to promote the person's integration.
