Riksdagen fattar beslut om Finlands flyktingkvot årligen i samband med godkännandet av statens budget. Därefter bereder inrikesministeriet tillsammans med utrikesministeriet och arbets- och näringsministeriet ett förslag för hur flyktingkvoten ska riktas geografiskt. Beslutet grundar sig på FN:s flyktingorgan UNHCR:s årliga bedömning av behovet av omplacering av flyktingar i världen och på UNHCR:s förslag till Finland om mottagande av kvotflyktingar.
