Number of unemployed foreign jobseekers on the rise

In January, the number of unemployed foreign jobseekers totalled 35,792, which is 14% of all unemployed jobseekers. The number of unemployed foreign jobseekers increased by 16% (4,920 persons) from the previous year.

The figures in the review for January 2023 show that:

  • The number of unemployed foreign jobseekers is on the increase. At the end of January, there were 3,275 unemployed Ukrainian jobseekers receiving temporary protection, which shows that the growth in January cannot be fully explained by the increase in the number of Ukrainian jobseekers. The number of unemployed Finnish jobseekers decreased by as many as 20,000 from the previous year, which means that the development in different population groups varied significantly.
  • Ukrainian jobseekers were the largest nationality group among foreign jobseekers in January. The number of Indian and Sri Lankan jobseekers is growing, while there are fewer jobseekers from Estonia and Thailand than the previous year.
  • The growth in unemployed foreign jobseekers has concentrated on areas outside Uusimaa, where the relative change caused by the increase in the number of beneficiaries of temporary protection is great. It remains to be seen how many of the Ukrainians granted temporary protection move to Uusimaa later.

According to the Labour Force Survey, the trend describing long-term development in the employment rate of those born abroad was 70.5% in the third quarter of 2022. The upward trend has continued since 2021, with the difference in employment rate of those born in Finland and those born abroad narrowing to only around 4 percentage points.

On the basis of the register data of the Employment Service Statistics and the survey data of the Labour Force Survey, the Centre of Expertise in Immigrant Integration publishes a monthly review of employment among foreign citizens and foreign-language speakers and of their participation in employment promotion services.
