Employment and Economic Development Offices (TE Offices) are responsible for the employment of immigrant jobseekers and for employment and business services supporting immigrant integration. TE Offices are also responsible for ensuring that the services are suitable for immigrants.

The employment and economic development authority offers public employment and business services. The main purpose of employment and business services is to promote the functionality of the labour market.

Under the Integration Act, the municipality and TE Services draw up the integration plan together with the immigrant. For a justified reason, the integration plan can also be drawn up only between the municipality and the immigrant or only between TE Services and the immigrant.

A development project will be launched at the KEHA Centre in autumn 2022 to develop the national information system services for integration. In particular, these services will improve the exchange of information between those involved in integration as well as the knowledge-based management of integration at the municipal, regional and national level.

The municipality (municipal employment services in municipalities participating in local government pilots) and the TE Office prepare an integration plan together with the client.

The Act on the Promotion of Immigrant Integration (hereinafter, the Integration Act) aims to strengthen immigrants’ employment, capacity to work and language skills, and to increase their participation in society. The drawing up of the integration plan is the responsibility of either the municipality or the TE Office/municipality in the pilot area. The plan is based on the assessment of the immigrant’s service need conducted in the initial assessment and on those services and measures that can be used to promote the person's integration.

The municipality or TE Office carries out an initial assessment in cooperation with the immigrant and, if necessary, with the wellbeing services county. An initial assessment will be carried out for unemployed jobseekers, recipients of social assistance and those who request an initial assessment, if they are deemed to need it.

Employment authorities are responsible for the employment services in support of the employment and integration of immigrants who are jobseekers.
