The Act on the Promotion of Immigrant Integration contains a provision on the Government Integration Programme. In accordance with it, the Government will decide how the promotion of integration will be developed at national level by formulating a programme that includes the objectives and measures for the duration of the Government term (Government Integration Programme, VALKO).

An integration programme is a service package for the early stages of integration organised by municipalities. The objective of the services included in an integration programme is to promote the immigrant’s integration, employment or entrepreneurship, skills and working life competencies.

The integration partnership programme of the Ministry of Economic Affairs and Employment supports the effectiveness of the work promoting integration and social inclusion by bringing together operators and increasing multi-professional and diverse cooperation.

10.12.2025 | The planning for the Integration 2026 event has begun. We are now opening applications for the event's programme planning group. The planning group will compile the programme based on programme proposals and ideas. Integration 2026 will be held on October 28–29, 2026 at the Clarion Hotel Helsinki Airport Congress Center in Vantaa.

1.12.2025 | The Integration 2026 event will bring together professionals in immigrant integration and refugee reception from all over Finland to Vantaa 28-29 October 2026. We are kicking off the event's programme planning with a workshop in December. Register to join!

17.1.2025 | The Government Integration Programme for 2024–2027 includes 32 measures based on the Government Programme. Integration policy is based on the learning of Finnish or Swedish, employment, familiarisation with Finnish society and compliance with its rules.
