The purpose of the nationwide modelling of early-stage integration services is to provide a tool for experts responsible for integration services. Such matters as multilingual advice and guidance, cooperation with employers and orientation during the early stages of immigrant integration are discussed in the modelling.

Advisory Board for Ethnic Relations (Etno) is an important actor promoting good relations between population groups at national level. Etno is appointed by the Government and its work is coordinated by the Ministry of Justice.
